                                                                       Office of the Organization and Personnel 

Office of the Organization and Personnel , a integrated functional department under the direct leadership of the University Party Committee and administration, is a main functional department and offices which is responsible for the University's Party construction and cadre management, personnel management, personnel administration, teaching staff construction, faculty development, job title promotions, labor payments, social security work and so on.

The Office of the Organization and Personnel has three branches: General Section, Organization Section and Personnel Section.   

The Responsibilities of the Office of the Organization and Personnel :

    First, to conscientiously implement the Party's organizational line, and cadre policy, to develop specific measures for strengthening and improving party construction, to propose of planning for cadre construction, and to consciously implement it after the Party's committee's approval.

    Second, to be responsible for the management, use, allocate, appointment, and removal of the university-wide department level or section level cadres, and to propose of reasonable setting internal organization and deployment.

    Third, to be responsible for the education and training of the department- and section-level cadres, developing training programs and organizing the implementation.To implement well the cadre responsibilities, to improve the cadre assessment and to establish cadres' personnel achieves.

    Fourth, in accordance with the principle of the "four modernizations" policy and "ability and political integrity" for cadres, to actively train and select outstanding young cadres. To conscientiously implement the party's policy towards intellectuals and to manage well the personnel with high professional titles and experts with outstanding contributions.

    Fifth, to improve the training, development, education and management for the Party members. Together with discipline inspection and supervision departments, to strengthen the education of the Party's working style, disciplines and implementation of the Clean and Honest Administration as well. 
   

    Sixth, to make a good job of Party members' information stalactical work. To collect, to make a good job of Party membership dues, and to transfer properly Party members' achieves.To be responsible for the filling and archiving of relevant documentary materials.
     Seventh, to make a good job of handling and reception of complaint correspondence and visit from the public and to implement the veteran cadres policy and cadres review work. To be responsible for the political  scrutiny of the cadres at or above the department-level who are about to going abroad.

     Eighth, to make a good job of the construction of the Party's grassroots organizations. To timely adjust, enrich, and improve various general Party branches and Party branch committees directly under the Party branch committee in accordance with regulations. To to make a good job of party membership development and probation of the party members. To hold an organizational meeting on a regular basis. To supervise and inspect how the general Party Branches and  the branches directly under the general Party branches carry out their organizational work and how they implement democratic centralism.

     Ninth, in accordance with the relevant provisions, to deal with the retired formalities for the department- and section-level cadres, and to implement the  political treatments and welfares for the retired cadres.

Tenth, to implement the Party and state guidelines and policies on labor and personnel work, and do a good job in personnel and labor work.

Eleventh, to make University-wide staff development plans and and annual staff work plans, and to carry out them.To be responsible for the personnel deployment, personnel exchanges and so on within the mandate of the Department.   

Twelfth, to be responsible for organizing and coordination the assessment, appointment, evaluation of the professional and technical positions for the University staff and assessment and promotion work for the workers.

Thirteenth, to be responsible for the University staff's salaries, remuneration, labor insurance, welfare, attendance and prize, correctional work and so on.

Fourteenth, to be responsible for handling faculty retirement, resignation and other procedures.

Fifteenth, to be responsible for the personnel archives management of the faculty, personnel, labor statistics, reports and so on.

Sixteenth, in accordance with the relevant policies, to provide pension for injured, disabled and surviving employees and their survivors as well.

Seventeenth, to complete other tasks assigned by the higher authorities and university leaders.
