                                                                  Office   of  Logistic  Affairs

I The Director’s Responsibilities

1. To preside over the comprehensive logistical management work. To hold logistics management working meeting on a regular basis, arrange, guide, inspect and supervise the specific work of the office. To get contact with the High Education Committee, various educational groups and logistical service companies as well for the logistical work.

2. To be responsible for organizing the complication of the work plan and summary. To formulate and perfect job responsibilities for the members of the Logistics Management Office, various related rules and regulations as well.

3. To be responsible for the inspection, supervision and guidance of the asset management for the sectors of the University.

4. To organize the greening and environmental hygienic work.

5. To be responsible for political and ideological education for the Office staff, and to organize the vocational learning of the Office members so as to improve their political and professional quality.

6. To take charge of the hygiene work in the University.

7. To be responsible for the bulk procurement of goods.

8. To be responsible for infrastructure management.

9. To complete other tasks assigned by the University leaders.

II The Infrastructure Administrator’s Responsibilities

1. To process the daily work of the university infrastructure leading group, to be responsible for organizing the preparation of infrastructure projects in the mission statement of the overall design and project reporting, preliminary design and construction drawing design duties.

2. To be responsible for the organization and management of infrastructure projects bidding.

3. To go to construction sites, supervise and check the construction units strictly according to the relevant provisions of the drawings and construction, and keep abreast of the progress of the projects, and conscientiously carry out points project acceptance, identify problems promptly and timely report to the processing, and to ensure the project quality.

4. To be familiar with the construction norms, and supervise safety and civilized construction.

5. To deal with revision of the construction drawings, and keep the contacting lists.

6. To be responsible for the budget, final accounts and review of infrastructure projects, and to assist financial accounts to handle final approval.

7. To take care of the documents, pictures, technical information of the infrastructure and to transfer them to the University CRR at the end of the infrastructure.

8. To draft various maintenance program and to be responsible for all types of sporadic maintenance.

9. To complete other tasks assigned by the director.

III The University Property Administrator’s Responsibility

1. To be responsible for managing the office equipment of the University. To be responsible for the acceptance, inventory, and registration of the University-wide office equipments and to make sure that they conform to the account book.

2. To regularly inspect and supervise the directorate-wide fixed assets usage, to record their locations, timely deploy and recover the office supplies and to make annual and semester maintenance programs for the office supplies.

3. Each academic year, to verify the account with the relevant departments, to assure the accounts match the records and the accounts match the assets, and to be responsible for implementation of the property compensation system.

4. When faced with graduates’ leaving, freshmen’s enrollment, housing adjustment, institutional changes and personnel adjustments, to timely handle the handover procedures for the furniture and other public facilities. To deploy the teaching space based on the views of the leadership.

5. To complete other tasks entrusted by the Director.

IV The Storekeeper’s Responsibilities

1. To be responsible for the custody and issuance of office supplies, labor supplies and daily sundries, and strictly adhere to issuance standards, and to turn material resources to good account so as to prevent waste.

2. To strictly inspect the storage items and to carefully check out of storage variety, and check carefully variety, quantity, quality, specifications, keep accounts well, so that the accounts match the material resources. To refuse to put the low-quality goods in storage.

3. To store neatly the items and goods, and to avoid the mildewing, deteriorating, damaging and losing, and strictly control the number of inventory, and regularly check the inventory items.

4. To master the item consumption and comply monthly purchase plan based on inventory and needs.

5. To issue and keep the keys of dorms, classrooms, offices and laboratories, and strictly implement the compensation system.

6. To complete other tasks assigned by the Director.

V Supplies Clerk’s Responsibilities

1. According to the needs of the University and the University procurement system, timely complete the procurement of various items within the management scope of the Logistics Management Office.

2. To familiar with the specifications, models, performances, quality and price of the office supplies and daily necessities, to ensure the quality of the goods, to choose quality and suitable materials, to shop around to save money, and to perform the official duties with clean hands.

3. To timely store the purchased goods, to timely reimburse, to timely cash a check, and to prevent disciplinarian.

5. To take the initiative in the sudden, temporary and sporadic purchasing work.

6. To finish the other tasks assigned by the Director.

VI The Greening workers’ Responsibilities

1. To be responsible for the management of the greening management of the whole University.

2. To do regular weeding, fertilizing, watering and pest control, to ensure the survival rate of the green seedlings and pruning cultivation, to make lawn weed-free, and to ensure no dead branches of trees.

3. To be responsible for the maintenance and repairing of the labor tools.

4. To keep regular contact with landscaping units, to decorate the meeting rooms and offices with ornamental plants, and do the maintenance work, and conscientiously implement compensation system for flowers and trees.

5. According to the requirements of the University, to strive to cultivate new plants, to develop new varieties to meet the needs for the greening and beautifying of University.

6 To complete other tasks assigned by the Director.

VII The Plumbers’ Responsibilities

1.To be responsible for the University-wide pipeline maintenance and sporadic installation work.

2. To make daily tour inspection, and to make timely maintenance and establishment when discovering the damaged pipelines, and to establish related accountings.

3. To ensure that the University-wide sewers go smoothly, and to timely process the damage and clogging.

4. To save water, to ensure that the University roof water tanks, toilet tanks and faucets, water pipes are free of leaking.

5. To timely complete water meter reading and billing work.

6. To complete the other tasks entrusted by the Director.

VIII The Electricians’ Responsibilities

1. To be responsible for the maintenance of the University-wide electricity lines and sporadic installation work, and to guarantee the equipment in normal condition.

2 To inspect twice every week, to promptly repair damages to equipment and lines , to frequently check the wires for indoor and outdoor public places, sockets, lamps, switches and other electrical equipments, to prevent accidents such as electric shocks or short circuit, and to establish related accountings.

3. To save electricity, to ensure that the university-wide electricity lines are free of leakage.

4.To manage the power generating room, and do a good job in electricity generating.

5. To be responsible for electricity preparations for the major festivals, gatherings, and normal activities.

6. To complete other tasks assigned by the Director.

IX The University Doctors’ Responsibilities

1. To adhere to a prevention-oriented health care policy and often conduct health education to students, to active prevent infectious diseases, and to timely complete of immunization work.

 

2. To be responsible for the day-to-day work of the Patriotic Health Campaign Committee, and to do a good job in the University health so as to clean and beautify the campus.

  1. To understand and master the students ' health status , to establish health archives for the teachers and students, do a good job in the medical re-examination for the freshmen and the medical examination for graduates, do conduct medical examination for students on a regular basis, and to help the Patriotic Sanitation Campaign Committee with the environmental sanity work.
  2. To promote healing the wounded and rescuing the dying, to practice humanitarianism, to correct service attitudes, and to establish a good medical ethics. To pick clinics on call and to do the rational use of drugs.
  3. To regularly inspect and supervise the implementation of the Food Sanitation Law of the catering and food in the Cafeteria, and to prevent intestinal infections and food poisoning.
  4. To timely procure of medicines and equipments, and to take good care of the drugs, and to frequently check them to avoid deterioration and inefficacy of drugs.
  5. To do a good job for eugenics, gifted education, family planning publicity and to implement adolescent education.

8. To strictly implement the disinfection system, and to avoid cross-infection.

9.To diligently study and work hard, to stick to academic education, improve the quality of medical care.

10. To timely square all kinds of accounts, ant to inventory for reporting.

11. To annually organize a faculty examination.

12. To complete other work assigned by the Director.

X Inside Responsibilities

1. To be responsible for document processing, daily attendance, archives and seal management.

2. To assist the purchasing clerk to do a good job of procurement.

3. To complete logistical information related statistics and form-filling work.

4. To do a good job in the logistics propaganda.

5. To do a good job in security and confidentiality, and to prevent errors and other incidents.

6. To complete other tasks assigned by the Director

XI Cleaners’ Responsibilities

Scope of work:

Classroom building, administration building, the training classroom building , hall walkways , stairs , windows, doors , toilets , patio , walls , ground in a large classroom , doors, windows , ceilings , walls, and other public venues .

Work time: According to different situations , not less than 8 hours per day.

Responsibilities:

1. the ground :

(1)Open-air ground : the main road pavement , various venues , concrete ground floor, patio ground. Every morning to clean once, to do the cleaning work at the rest of the time, and to clean up dirt and abandoned objects at any time.

( 2 ) To clean and to mop the interior floor foyer, walkways and large classrooms every morning, the rest of time of the day to do the cleaning work to get rid of sputum and scraps of paper, etc.

2. To clean and scrub doors and windows weekly, to scrub and clean stair railings once a day to get rid of dust and cobweb.

3. Toilet : To clean every day, wash and clean; every two weeks to clean with a weak hydrochloric acid, to get rid of dirt in the toilet and water on the ground, overflowing feces, indoor dust and networks, maggot and obvious odor.

4. To place neatly various cleaning utensils, to pay attention to their maintenance and repair , and as much as possible to extend the service life.

5. to ensure the completion of the University-wide urgent tasks and other sanity work .
